EU Authorised Representative Cosmetics

(0 review)

Selling cosmetics in the EU as a non-EU company? You need an EU-based Responsible Person before your products can be placed on the European market.

Under Regulation (EC) No 1223/2009, every cosmetic product sold in the EU must have an EU Responsible Person established within the European Union. This person or company is the official compliance contact for your cosmetic products and is responsible for making sure the required product information, safety documentation, labelling and notifications are in place.

We provide EU Authorised Representative and Responsible Person services for cosmetic brands that want to sell in Europe through Amazon, online marketplaces, distributors, retailers or their own webshop.

EU Authorised Representative Cosmetics: What You Get and What You Need

Launching cosmetics in Europe requires more than an address.
Your products must have the right documentation, safety assessment, label information and EU notification before they are placed on the market.

Here is what our service covers and what you need to prepare.

What happens after I sign up?

After you sign the agreement, we check your company details, product information and available cosmetics documentation.

We then confirm what is already in place and what is still needed before your products can use our EU Responsible Person details.

What is included in the service?

Our EU Responsible Person service gives you an EU-based compliance contact for your cosmetic products.

This includes:

  • EU Responsible Person name and address
  • Signed proof of appointment
  • Review of your product information
  • Storage of your cosmetics compliance file
  • Contact point for EU authorities
  • Guidance on labelling and required documentation

CPNP notification, Product Information File support and label review can be added if needed.

 What documents do I need?

Most cosmetic products need a complete compliance file before they can be sold in the EU.

This usually includes:

  • Product Information File
  • Cosmetic Product Safety Report
  • Formula and ingredient details
  • Product label or artwork
  • Manufacturing and GMP information
  • Claims support
  • CPNP notification details

If your file is not ready yet, we can help you identify the missing steps.

Will this be accepted by Amazon, Etsy or other marketplaces?

Yes. Our EU Responsible Person details can be used where an EU-based Responsible Person is required for cosmetics.

Amazon, marketplaces, retailers and distributors may also ask for proof of compliant labelling, CPNP notification and product safety documentation.

We help you prepare the right information so you can respond to these requests clearly.

Why do I need an EU Authorised Representative?

You need an EU Responsible Person for cosmetics if you place cosmetic products on the EU market and your business is not established in the European Union.

You are based outside the EU

If your company is located outside the EU, you need an EU-based Responsible Person before selling cosmetic products in Europe.

This includes companies from the United Kingdom, United States, Canada, China, Australia and other non-EU countries.

You sell cosmetics under your own brand

If the product is sold under your brand name, you are usually responsible for making sure the product is compliant before it reaches EU customers.

This applies whether you manufacture the product yourself or use a third-party factory.

You sell through Amazon, marketplaces or your own webshop

Online sellers also need to comply with EU cosmetics rules.

If you sell cosmetics to EU consumers through Amazon, Etsy, Shopify, your own website, a distributor or a fulfilment partner, you need the correct EU Responsible Person details and compliance documentation.

You import cosmetics into the EU

If you import cosmetics into the EU, the Responsible Person must be clearly identified and the required product information must be available to authorities.

Without this, products may be blocked, removed from sale or questioned by marketplaces, customs, distributors or market surveillance authorities.

The cost depends on the number of products, formulas and services required. A simple Responsible Person appointment may cost less than a full package that also includes PIF review, label check and CPNP support.

Our package of EUR 250,- for unlimited products contains PIF storage and CPNP registration. The creation of a PIF and label check are seperate services.

An EU Responsible Person service usually includes an EU contact address, proof of appointment, document storage, authority communication and compliance support. For cosmetics, it may also include help with the PIF, CPSR, label review and CPNP notification. We offer these as seperate services.

No. Marketplaces like Amazon and Etsy require EU Responsible Person details from non-EU sellers. Without this, your listings may be removed or blocked.
