What Is a PPWR Technical File?

The PPWR technical file contains the documentation used to demonstrate that packaging complies with the applicable requirements of Regulation (EU) 2025/40. It provides the technical basis for the packaging conformity assessment and PPWR Declaration of Conformity.

What Should a PPWR Technical File Include?

The technical documentation should contain sufficient information to assess the packaging's conformity with the applicable PPWR requirements. Depending on the packaging, this can include a description of the packaging, materials and composition, design information, applicable requirements and standards, calculations, test reports and other supporting evidence.

Who Can Use This Template?

The template is intended for manufacturers preparing technical documentation for packaging placed on the EU market. It provides a structure that can be adapted to the specific packaging and the PPWR requirements that apply to it.

What Is a PPWR Declaration of Conformity?

The EU Declaration of Conformity is the manufacturer's formal declaration that the packaging complies with the applicable requirements of the PPWR. It identifies the packaging, the manufacturer and the relevant requirements used to demonstrate conformity.

When Is a PPWR Declaration of Conformity Required?

The PPWR requires manufacturers to draw up an EU Declaration of Conformity for packaging before placing it on the EU market. The declaration must be supported by the required conformity assessment and technical documentation.

What Should the Declaration Include?

The declaration should include identification of the packaging, manufacturer details, a statement of responsibility, the applicable PPWR requirements and relevant standards or technical specifications.

It must be prepared for the specific packaging concerned and supported by the appropriate technical documentation.
