SVHC Declaration Template Download: Word and PDF
Download a free SVHC declaration template in editable Word and PDF format. Use it to request information on Substances of Very High Concern from your supplier, or to provide this information to your own customers.
What Is an SVHC Declaration?
An SVHC declaration states whether an article contains substances from the REACH Candidate List above 0.1% weight by weight. If it does, the declaration names the substance and provides the information needed for safe use. ECHA publishes and updates the Candidate List.
When Do You Need an SVHC Declaration?
Under Article 33(1) of REACH, a supplier of an article containing a Candidate List substance above 0.1% w/w must give the recipient sufficient information to allow safe use, including at least the name of the substance.
Consumers can request the same information. Under Article 33(2), the supplier must respond free of charge within 45 days.
Retailers, distributors and other business customers often ask for a written SVHC declaration before they buy or list a product, including when no SVHC is present.
Who Can Use This Template?
The template is intended for manufacturers, importers and sellers of non-food consumer products. It can be used in two directions: to request information from your supplier, or to provide information to your customers.
The template itself does not demonstrate that a product is compliant. A supplier declaration is not sufficient evidence on its own, particularly for materials such as PVC, rubber, coated metals and dyed textiles. Where needed, support the declaration with test reports for the exact product, materials and variants.
The 0.1% Threshold Applies per Component
The 0.1% threshold applies to each article that is part of a complex product, not to the product as a whole. This follows from the Court of Justice ruling in case C-106/14. Components such as zips, buttons, coatings, cables and plastic parts must be assessed separately.
State the Candidate List Version
ECHA adds new substances to the Candidate List regularly. A declaration that does not state which version was used quickly loses its value. Always include the date or version of the Candidate List, and review the declaration when the list is updated.
SVHC Is Not the Same as REACH Compliance
An SVHC declaration does not cover the restrictions in REACH Annex XVII, such as limits on lead, nickel, cadmium, phthalates and PAHs. A product can be free of SVHCs above 0.1% and still be non-compliant.
Related Obligations if an SVHC Is Present
Under Article 7(2) of REACH, producers and importers must notify ECHA when the total quantity of the substance in their articles exceeds 1 tonne per year, unless an exemption applies.
Suppliers placing such articles on the EU market must also submit information to ECHA’s SCIP database. This obligation follows from the Waste Framework Directive, not from REACH.
