Internal Risk Analysis GPSR

(1 review)

Under the General Product Safety Regulation (GPSR), consumer products sold in the EU must be supported by a documented risk assessment as part of the technical file. This helps show that potential product safety risks have been identified, reviewed and addressed before the product is placed on the EU market.

Our GPSR risk assessment service helps manufacturers, importers, brand owners, online sellers and UK businesses selling into the EU create structured compliance documentation. We identify relevant hazards, evaluate and classify the risks, and provide practical mitigation suggestions in a report that can be added to your technical file and kept available for EU authorities, marketplaces or your EU Responsible Person.

Why perform an interal risks analysis for GPSR?

Legal requirement

The General Product Safety Regulation (GPSR) legally requires an internal risk assessment for all products placed on the EU market. Without it, your product is non-compliant.

Risk identification

A documented risk analysis shows that you've systematically identified and evaluated potential risks. It supports your product safety strategy and helps you take action to minimise hazards, reducing legal and consumer risks.

Part of your Technical File

The GPSR risk assessment must be part of your technical file contents. It’s often the first document authorities ask for during inspections or audits.

Important to know:

Under the EU General Product Safety Regulation (EU) 2023/988, an internal risk analysis is mandatory for every consumer product before it is placed on the EU market. This is not optional or replaceable by a declaration, companies must actively identify, assess, and mitigate product risks.

Your risk analysis must be documented in your technical file and kept available for authorities by you, or if you are based outside the EU, by your EU Authorized Representative. Without it, your product is considered non-compliant and can be blocked, recalled, or fined.

This applies to all consumer products, including those sold online or imported from outside the EU, and must cover risks across the entire product lifecycle (design, use, and foreseeable misuse).

Frequently Asked Questions

Here are some common questions about this service.

A GPSR risk assessment is a documented review of the possible safety risks linked to a consumer product sold in the EU. It identifies hazards, evaluates the level of risk and explains how those risks can be reduced or controlled.

Yes. Under the General Product Safety Regulation (GPSR), businesses placing consumer products on the EU market must assess product safety risks and keep relevant technical documentation available.

Manufacturers, brand owners, importers, distributors and online sellers may need a GPSR risk assessment when selling consumer products in the EU. This also applies to UK sellers and other non-EU businesses selling into the EU.

Yes. A GPSR risk assessment is an important part of the technical file. It helps show that the product has been reviewed for safety risks and that suitable risk reduction measures have been considered.

Our GPSR risk assessment includes product risk identification, risk evaluation, risk classification and practical risk mitigation suggestions. You receive a documented report that can be added to your technical file.

No. This service does not include laboratory testing, product certification or product approval. If testing is needed, the report can help identify where additional evidence or test reports may be required.

Supplier documents can support your compliance, but they may not be enough on their own. The business placing the product on the EU market remains responsible for complete and accurate product safety documentation.

In most cases, each product should have its own risk assessment. Similar product variants may sometimes be grouped if they share the same design, materials, intended use and risk profile.

We usually need product photos, specifications, materials, labels, instructions, intended use, target users, supplier details and any available test reports.

Yes. A GPSR risk assessment can support your compliance records when selling through online marketplaces. Marketplaces may request GPSR-related information, including product safety documentation, EU Responsible Person details, labels or warnings.

No. GPSR is not usually a simple certification process. A risk assessment is a documented safety review that supports your technical documentation. It does not certify or approve the product.

Yes. We can prepare GPSR risk assessments for UK sellers, exporters and brand owners selling consumer products into the EU. This helps support EU market access and technical file requirements.

Without a documented risk assessment, your technical documentation may be incomplete. This can increase the risk of marketplace issues, distributor concerns, customs problems, product recalls or questions from EU authorities.

A GPSR risk assessment should ideally be prepared before the product is placed on the EU market. It is best to complete it before production, import or marketplace listing, so potential safety issues can be addressed early.
