What is Personal Protective Equipment testing?

Personal Protective Equipment (PPE) refers to products designed to protect users against risks to health or safety. This includes items such as safety gloves, protective clothing, safety footwear, and respiratory equipment.

In the EU, PPE is regulated under Regulation (EU) 2016/425. Most PPE products require CE marking, which confirms compliance with applicable standards. Depending on the risk category, certification by a notified body may be required. A notified body is an independent organization designated by EU authorities to assess product conformity.

PPE is divided into three categories:

  • Category I: Protection against minimal risks
  • Category II: Protection against risks not classified as minimal or high risk
  • Category III: Protection against serious or irreversible risks

Compliance is formalized through CE marking and supported by a complete EU Declaration of Conformity.

Gloves testing and EN 388 compliance

Hand Protection

Protective gloves must meet standards such as EN 388 for mechanical risks or EN 374 for chemical protection. Testing evaluates resistance to abrasion, cuts, tearing, and chemical exposure depending on the intended use.

Protective shoes and EN ISO 20345

Safety Footwear

Safety footwear must comply with EN ISO 20345, which defines requirements for impact resistance, slip resistance, and overall durability. Testing ensures that footwear provides adequate protection in industrial environments.

Garments for workplace safety

Protective Clothing

Protective clothing must meet different standards depending on the risk, such as heat, flame, high visibility or chemical exposure. Testing verifies material performance and resistance under specified conditions.

Masks and filtration performance

Respiratory Equipment

Respiratory protective equipment, such as masks, must comply with standards like EN 149. Testing focuses on filtration efficiency, breathing resistance, and overall performance in hazardous environments.

Not conducting PPE testing increases the risk of non-compliance and product issues.

Products rejected or delayed at EU customs

Non-compliant PPE may be stopped due to missing certification or incorrect testing, leading to delays, returns, or additional costs.

PPE Testing in China, India, Pakistan and Other Asian Markets

Most personal protective equipment is manufactured in Asia, including countries such as China and India, where testing and certification is arranged before export. Depending on the product, test results have to printed on the products. Also, the Notified Body needs to be mentioned on the product or accompanying documentation.

For PPE, testing alone is often not sufficient. Products in category II and III require certification by an EU-recognised notified body. Working with accredited laboratories and coordinating with notified bodies ensures that test results and certification are accepted within the EU. Sampling during production helps confirm that materials and components remain consistent with approved specifications.


Compliance and Importer Responsibility for PPE

PPE compliance goes beyond testing. 
Importers are legally responsible for ensuring that products meet all requirements under PPE Regulation (EU) 2016/425 before entering the EU market.

Responsibility for CE marking and certification


CE marking for PPE is a formal declaration that the product complies with all applicable EU requirements. For Category II and III products, this includes assessment and certification by a notified body.

Importers must ensure that all documentation is complete and valid, including test reports, certificates, and the EU Declaration of Conformity. Authorities may request this documentation at any time, and missing or incorrect information can lead to enforcement actions.

Controlling production quality and certification consistency


For PPE, consistency between certified samples and mass production is critical. Changes in materials, components, or manufacturing processes can affect compliance and invalidate certification.

Monitoring production and integrating testing helps ensure that products remain aligned with approved specifications. This reduces the risk of non-compliant goods entering the EU market and avoids costly delays or re-certification.
