What Information Is Required on a GPSR Label?

GPSR labelling is intended to make consumer products identifiable and traceable and to ensure that consumers receive the safety information they need.

Depending on the product and your position in the supply chain, the required information can include product identification, manufacturer details, contact information, safety warnings and instructions. If the manufacturer is established outside the EU, information about the relevant EU economic operator also needs to accompany the product.

The exact requirements depend on the product, its risks and the applicable EU legislation. GPSR requirements can therefore sit alongside CE marking, sector-specific warnings and other mandatory product markings.

GPSR Labelling and Your Technical File

Your product label should not be treated separately from your GPSR technical documentation. The product identification, manufacturer information, warnings and safety information used on the product should be consistent with the information documented in your technical file.

A GPSR technical file typically contains product identification, manufacturer and supplier information, a risk assessment, applicable standards, label information, safety warnings, instructions and supporting evidence such as test reports.

If your risk assessment identifies a hazard that requires a consumer warning or instruction as a risk mitigation measure, this should also be reflected in the relevant product information.

Do You Need an EU Responsible Person on the Label?

For products from manufacturers established outside the EU, an EU-based economic operator must fulfil the relevant GPSR requirements. For many non-EU sellers this is an EU Responsible Person, whose required details must be provided with the product and can also be required by online marketplaces. Where Should GPSR Information Be Placed?

The correct location depends on the type of information, the product and the circumstances. Product, packaging and accompanying documentation therefore need to be assessed together rather than assuming that all GPSR information can simply be placed on one generic sticker.

This is especially important when preparing packaging artwork for production. Check the applicable requirements before printing large quantities of packaging or labels.

Correct labelling is only one part of GPSR compliance. Manufacturers also need technical documentation demonstrating the safety of their products, including a documented risk analysis and supporting product information.

What Information Should Be on a GPSR Label?

Under the GPSR, manufacturers must ensure that products can be identified by a type, batch or serial number or another suitable product identifier. The manufacturer must also provide its name or registered trade name or trademark, postal address and electronic address.

Where the manufacturer is established outside the EU, the details of the EU-based responsible economic operator must also be provided. These include the name or registered trade name or trademark, postal address and electronic address.

Depending on the product, warnings, safety information and instructions may also be required. These must be provided in a language that consumers can easily understand, as determined by the Member State where the product is made available.

GPSR Label Example

A typical label may therefore contain:

• Product name, model, type, batch or other identifier
• Manufacturer name
• Manufacturer postal address
• Manufacturer email address
• EU Responsible Person details where required
• Relevant warnings and safety information
• Other markings required by legislation applicable to the product

There is no single mandatory GPSR label layout. The example is intended to show how the required information can be organised clearly. The exact information and additional markings depend on your product and the legislation that applies to it.

Where Should the Information Be Placed?

Product identification and manufacturer information should generally appear on the product. Where the size or nature of the product does not allow this, the GPSR permits certain information to be provided on the packaging or in an accompanying document. The Responsible Person details may be indicated on the product, packaging, parcel or accompanying document.

Do not assume that providing the information digitally or on your webshop replaces the physical information requirements. The GPSR permits digital information additionally, not as a general replacement for the required physical information.

Your Online Listing Also Needs GPSR Information

If you sell online, Article 19 contains separate requirements for the product offer. The listing must clearly display manufacturer information, Responsible Person information where applicable, product identification and applicable warnings or safety information.

Use This Example as a Guide

This example is a starting point, not a universal label template. Products subject to specific EU legislation may require additional information, symbols, CE marking or other product-specific markings.
