What Is a GPSR Technical File?
Under the General Product Safety Regulation (EU) 2023/988, manufacturers must prepare technical documentation for products covered by the GPSR. The documentation should identify the product, describe the characteristics relevant to its safety and document how its risks have been assessed and addressed.
The technical documentation must be kept up to date and available to market surveillance authorities for 10 years after the product has been placed on the market.
What Should You Include in a GPSR Technical File?
A practical GPSR technical file will normally include:
- Product description and identification
- Manufacturer and supplier information
- Product specifications and materials
- Internal risk assessment
- Applicable legislation and standards
- Test reports and other supporting evidence

What Is a GPSR Technical File?
A GPSR technical file contains the technical documentation used to demonstrate the safety of a consumer product placed on the EU market.
Under Article 9 of Regulation (EU) 2023/988, manufacturers must prepare technical documentation before placing a product on the market. It must contain at least a general product description and the essential characteristics relevant to assessing its safety.
What Should a GPSR Technical File Include?
Depending on the product and its risks, the technical documentation should include relevant product information, safety characteristics, an internal risk analysis, measures taken to eliminate or reduce identified risks, applicable standards and supporting test reports.
The documentation must be kept up to date and retained for 10 years after the product has been placed on the market.
Who Can Use This GPSR Technical File Template?
The template is intended for manufacturers preparing technical documentation for non-food consumer products covered by the GPSR.
